Pursuant to the Franklin County Code the Franklin County Planning Commission hereby gives notice of a public hearing to be held on Tuesday, March 12, 2019 at 6:00pm in the Franklin County Board of Supervisors Meeting Room located in the Franklin County Government Center, 1255 Franklin Street, Rocky Mount, VA 24151 to which all interested parties are invited in reference to the following requests:
- APPLICATION for SPECIAL USE PERMIT – Application of Kyle Deitrick, Applicant and Owner , requesting a Special Use Permit with possible conditions, to allow for a home occupation for coffee roasting, on an approximate 1.118 acre parcel, currently zoned R-1, Residential Suburban Subdivision District, and located at 20 Sunview Circle in the Gills Creek District of Franklin County, and further identified by Franklin County Real Estate Records as Tax Map/Parcel # 0481602300. The property has a future land use designation of Low Density Residential. Per Section 25-223 of the Franklin County Code, home occupations are a permitted use by issuance of a Special Use Permit in R-1, Residential Suburban Subdivision Districts (Case # SPEC-02-19-16170).
- APPLICATION for SPECIAL USE PERMIT – Application of Wendy F. Royer, Applicant, and David J. Lorenzani, successor trustee of the Wessel family irrevocable trust, requesting a Special Use Permit with possible conditions, to allow for the sales, service, and repair of recreational vehicles, boats, and golf carts, on an approximate 1.036 acre parcel, currently zoned A-1, Agricultural District, and located on Booker T. Washington Highway in the Gills Creek District of Franklin County, and further identified by Franklin County Real Estate Records as Tax Map/Parcel # 0150006402. The property has a future land use designation of Suburban Residential, four (4) units per acre, in the Westlake-Halesford Area Plan. Per Section 25-179 of the Franklin County Code, the sales, service, and repair of recreational vehicles is a permitted use by issuance of a Special Use Permit in A-1, Agricultural Districts (Case # SPEC-02-19-16169).
- APPLICATION for COMPREHENSIVE PLAN CONFORMANCE REVIEW- Application of Apex Towers, LLC, Applicants, and Nathan Hale Mason & Marjorie Popejoy Mason, Owners, for a Planning Commission Comprehensive Plan Conformance review of a proposed 195 foot communications facility to be constructed on .058 acres of an approximate 350.84 acre parcel, currently non zoned, and located at 1285 Isolane Road in the Blue Ridge District of Franklin County, and further identified as Tax Map/Parcel # 0740003901. This property has a future land use designation of Agricultural Forestry/Rural Residential and Conservation Areas/Steep Slopes (>25%). The proposed communication facility is not shown as an existing or planned public facility in the adopted Franklin County Comprehensive Plan. Per Section 15.2-2232 of the Code of Virginia, as amended, the Planning Commission’s review is required to determine the conformance of this proposed public facility with the goals, objectives, and policies contained in the adopted Comprehensive Plan (Case # CONF-01-19-16160).
- PETITION for COMPREHENSIVE PLAN AMENDMENT- Petition of the Franklin County Board of Supervisors to amend the water service area map of the 220 North Corridor Plan, for the expansion of the Western Virginia Water Authority (WVWA) water service area located in the Route 220 area to allow for a public waterline extension along Grassy Hill Road and Iron Ridge Road south of the Summit View Business Park. The proposed water service area totals approximately 3980.3 acres. This area of the county has a future land use designation in the Comprehensive Plan of Agriculture Forestry/Rural Residential (Case # A-02-19-001).
