Pursuant to the Franklin County Code the Franklin County Board of Supervisors hereby gives notice of a public hearing to be held on Tuesday, March 19, 2019 at 6:00pm in the Franklin County Board of Supervisors Meeting Room located in the Franklin County Government Center, 1255 Franklin Street, Rocky Mount, VA 24151 to which all interested parties are invited in reference to the following request:
- APPLICATION for SPECIAL USE PERMIT – Application of Cellco Partnership DBA Verizon Wireless, Applicant, and Karl L. Taylor, Linda H. Taylor, Donald D. Taylor, and Joyce Taylor, Owners, requesting a Special Use Permit with possible conditions, to allow for the construction of a 199’ monopole communications tower located within a 100’ x 100’ leased area on an approximate 39.94 acre property. The property, currently zoned A-1 Agricultural, is located at the corner of Windlass Road and Back Nine Drive in the Gills Creek District of Franklin County, and is further identified by Franklin County Real Estate Records as Tax Map/Parcel # 0310002101. Per Section 25-179 of the Franklin County Code, communications towers are allowed by special use permit in A-1 zoning districts. The property has a future land use designation of Low Density Residential. (Case # SPEC-12-18-16133).
- PETITION for COMPREHENSIVE PLAN AMENDMENT- Petition of the Franklin County Board of Supervisors to amend the water service area map of the 220 North Corridor Plan, for the expansion of the Western Virginia Water Authority (WVWA) water service area located in the Route 220 area to allow for a public waterline extension along Grassy Hill Road and Iron Ridge Road south of the Summit View Business Park. The proposed water service area totals approximately 3980.3 acres. This area of the county has a future land use designation in the Comprehensive Plan of Agriculture Forestry/Rural Residential (Case # A-02-19-001).
- 3. PETITION of the FRANKLIN COUNTY PLANNING COMMISSION, to amend Chapter 19, “Subdivisions” of the Franklin County Code.
Franklin County is postponing the public hearing on proposed amendments to the Franklin County Subdivision Ordinance that was scheduled for March 19, 2019. This public hearing is expected to be rescheduled for May 21, 2019. Additional notification will be provided, and a draft of the amendments will be posted on the county website in advance of the hearing.
- PETITION of the FRANKLIN COUNTY PLANNING COMMISSION, to amend Chapter 27, of the Franklin County Code, relating to fee schedules for Land Use Development, by revising fees related to review of subdivision plats (as authorized by Section 15.2-2241 of the Code of Virginia) by increasing the fee for minor subdivisions from $75.00 to $75.00 plus $15.00 per lot; increasing the fee for major subdivisions from $125.00 plus $10.00 per lot to $150.00 plus $15.00 per lot; deleting the fee for large lot subdivisions; adding a new fee of $150.00 for subdivision waiver; add requirement that applicant pay notification costs directly to local newspaper and to require payment of any delinquent local taxes prior to review and approval of a plat or other land use permits (as authorized by Sections 15.2-2241.A.9 and 15.2-2286 of the Code of Virginia).
