Pursuant to the Franklin County Code the Franklin County Board of Supervisors hereby gives notice of a public hearing to be held on Tuesday, May 21, 2019 at 6:00pm in the Franklin County Board of Supervisors Meeting Room located in the Franklin County Government Center, 1255 Franklin Street, Rocky Mount, VA 24151 to which all interested parties are invited in reference to the following requests:
- APPLICATION for REZONE – Application of Mike Woolwine, representative for Hughes Associates Architects & Engineers (HAA&E), Applicants, and Ayers Properties, LLC, Owners, requesting to delete all thirteen (13) proffers attached to a previous 2018 rezone request (REZO 07-18-16011) that was approved on October 22, 2018, and add six (6) new proffers. The new proffers propose compliance with a revised concept plan dated February 26, 2019, said concept plan showing the proposed location of a new 20,000 square foot building, a new drain field area, a new on-site access drive, additional gravel storage areas for the display of farm and gardening equipment, and the removal of some existing wooded areas on the site thereby establishing new/reduced perimeter buffer areas along some site boundary lines. Additional new proffers address the permissible location and condition of all trailers to be displayed on site, site lighting, and the land uses that will be allowed on the 16.741 acres of tax parcel 0370004000 currently zoned B-2, General Business. The total property is approximately 32.721 acres currently zoned A-1, Agricultural, (15.980 ac.) and B-2, General Business, (16.741 ac.) and located at 74 Taylors Road in the Boone District of Franklin County and further identified by Franklin County Real Estate Records as Tax Map/ Parcel # 0370004000. The property has a future land use designation of Commercial Mixed Use in the adopted 220 North Corridor Plan and lies within the Route 220 North Rural Development Overlay District (Case # REZO-03-19-16190).
- APPLICATION for SPECIAL USE PERMIT – Application of Mike Woolwine, representative for Hughes Associates Architects & Engineers (HAA&E), Applicant, and Ayers Properties, LLC, Owners, requesting a modification of special use permit conditions adopted by the Board of Supervisors on October 22, 2018, to allow for outdoor display on a business property. The request is to delete all existing special use permit conditions and add new special use permit conditions that include but are not limited to a minimum setback for equipment and products displayed on the site, hours of operation from 7:00 AM to 9:00 PM, and site lighting. The site is an approximate 32.721 acre parcel currently zoned A-1, Agricultural, (15.980 ac.) and B-2, General Business, (16.741 ac.) and located at 74 Taylors Road in the Boone District of Franklin County and further identified by Franklin County Real Estate Records as Tax Map/Parcel # 0370004000. The property has a future land use designation of Commercial Mixed Use in the adopted 220 North Corridor Plan and lies within the Route 220 North Rural Development Overlay District (Case # SPEC-03-19-16191).
- PETITION of the FRANKLIN COUNTY PLANNING COMMISSION, to amend Chapter 19, “Subdivisions” of the Franklin County Code to make numerous revisions and add new regulations, including but not limited to, the following: compliance with current Code of Virginia requirements; to set standards for plat review; to amend and add definitions including the definition of “subdivision”, major and minor subdivisions, and family divisions; to revise standards for plats including standards for private road maintenance agreements; to revise the requirements for approval and recording of preliminary and final plats, performance bonds and releases, and the vacation of plats. The proposed draft amendments are all included in a proposal dated April 9, 2019.
